Program Overview |
The Government of Bihar (GoB) launched the “Bihar Prashasnik Sudhar Mission” (BPSM) with the overall objective of transforming the Governance of the State. The Department for International Development (DFID) is financing the administration of BPSM and is also providing resources to help Govt. of Bihar implement administrative reforms, modernise administrative processes, strengthen human resource management and increase accountability under the Bihar Governance and Administrative Reforms Programme (BGARP). |
Goal |
To transform the way that government works in order to deliver better quality services to all its citizens, particularly the poorest and most excluded The key outputs for the programme include the following: |
- Best in class administration and human resource management within GoB.
- Trained, motivated and performance oriented Government officials.
- 'Service delivery in partner departments and pilot Collectorates', the key cornerstones for which are efficiency, effectiveness, accountability and equitability.

The programme was launched on November 18, 2008. BPSM's remit is wide ranging and it strives to improve governance and administration across the public service. The departments chosen in the first stage to implement reforms include - |
- General Administration Department
- Registration Offices
- Department of Transport
- Department of Commercial Tax
- Education Department
- Revenue Department
More departments would be added during the course of the programme. |
Progress made so far |
The first six months of the programme was devoted to formulate detailed reform strategies for the partner departments. The reform strategies were developed keeping in mind that citizens are at the core of good Governance. Consequently, the attributes which were perceived as pillars for formulating the strategies included: |
- Accountability
- Transparency
- Responsiveness
- Equitability and inclusiveness
- Effectiveness and efficiency
- Participation

During the first six months, conceded efforts were also made to develop a well defined baseline. This was done to objectively measure the performance of the partner departments post implementation of the identified reform objectives over the next five years. |
